This course examines the ethical challenges of good governance and their connections with the debates in political theory. It focuses on the conduct of public power and the normative standards by which practices of governance may be assessed.

The course introduces key theoretical concepts concerning political authority and discretion, legitimacy, impartiality, institutional functioning and responsibility, public (dis)trust and trustworthiness, and leadership. From these perspectives, it explores how these analytical tools help students analyse concrete challenges of contemporary public governance.

By combining theoretical analysis with the discussion of institutional practices and cases in liberal democracies, the course envisages providing students with a comprehensive conceptual and analytical background necessary to identify, distinguish, and assess the normative issues that arise in the exercise of public power.
